The employer is responsible for collecting refusals before digitisation is 100% complete. We recommend you collect refusals before the safe creation phase.

Even if a user can use any “sure” means to express their wish, we suggest “guiding” the refusal, to make it easier to manage.

You should first make sure you identify the target of the deployment and exclude those not eligible for the digitisation (e.g.: people on long-term leave). This will simplify the refusal collection process.
